Working Committee of Chemical Industry Park of CPCIF (CPCIP) hosted an exchange conference at the level of vice secretary-general & the Exchange on the Circulation Reform of Chemical Parks, and the meeting took place successfully in Beijing on December 12th 2015. The seminar was held with the aim of, first, providing chemical parks with a platform to exchange experience on the circulated reform of chemical parks, facilitating the development of circular economy and thus enhancing their comprehensive competitiveness; next, helping chemical parks to have an intimate knowledge on the application procedure for being a pilot unit.
The directors attended the exchange are from Working Committee of Chemical Industry Park of CPCIF, Industrial Coordination Department of NDRC, the Center for Ecological and Industrial Research of Tsinghua University, National University Science and Technology Park of Beijing University of Chemical Technology and other public institutions ; the chemical park representatives are from Nanjing Chemical Industry Zone, Jiangsu Taixing Economic and Technological Development Zone, Taizhou Binjiang Industrial Park, Tianjin Nangang Industrial Zone, Yangzhou Chemical Industrial Park, Chongqing Changshou Economic and Technological Development Zone, China New Chemical Material Industrial Park(Liaocheng)-Luxi Chemical Group and other zones and parks. As the representatives of chemical park, Liaocheng Industrial Park and Taixing ETDZ introduced their experience and ideas in transforming the circulation of their parks.
In 2014, China New Chemical Material Industrial Park (Liaocheng) was identified by MIIT as a chemical demonstration base with new industrialization character, its development orientation was set as “Safe Development, Circular Development and Green Development” and the park was rated as being integrated, intensive, clustered and intelligent. The major achievements which the parks have acquired in realizing circular development are as followed; it can produce PCE by making use of waste carbon tetrachloride liquid, produce chlorosulfonic acid by fully utilizing by-product hydrogen chloride, produce sodium sulfide by utilization of hydrogen sulfide in synthetic gas, produce ammonium nitrate by using the end gas of melamine .
Taixing ETDZ , one of the first group of pilot enterprises which was approved of carrying out circulation transformation in Jiangsu province, signed strategic cooperation agreements with chemical parks like Roussillon Chemical Park from France, with Shanghai Chemical Industrial Park and other chemical parks, which enabled him to borrow and learn from the practice and ideas of advanced parks in circulation reform. Furthermore, it has set up cooperative relationship with numerous colleges and universities in administration, industry, teaching and research, which can provide the park with technological support in industrial upgrade and circulation reform. Through years of hard work, Taixing has obtained remarkable achievements in circulation renovation.
Professor Hu Shanying, director of research center for ecological industry in Tsinghua University, made an introduction on the requirements in applying for implementing circulation reform on industrial parks and the common problems occurred in the process of application. In addition, he gave some suggestions for that. “If you want to succeed in applying for being a pilot unit in circulation reform, the application materials are of great importance.” he said. As was requested, he recommended some professional teams which know well about the notification procedure and are specialized in preparing the materials. Besides, he suggested the peculiarity of the reform projects should be stressed in the application materials.
Mr. Chao Chuanzhen, chief of Petroleum and Chemical Section of Industrial Coordination Department in NDRC, had a discussion with the attendees over relevant policies made by NDRC for chemical industry & chemical parks and its ideas to come. ”Both the central and the local governments have attached great importance to the clustering of chemical parks, what’s more, the clustering is not only a development trend but a inevitable choice for the development of chemical industry as well.“ he said. For circulation reform, Mr Cao suggested, park administrators should manage to put the limited fund in certain respects which are small in investment but can yield quick returns, such as improving the infrastructure condition in the parks.
In the end, Mr. Yang Ting, general secretary of Working Committee of Chemical Industry Park in CPCIF, had a review over the major work they carried on in 2015, he also presented the working plan for 2016. Yang Ting focused on what they did for the relevant government departments in providing intellectual support when forming industrial policies. For instance, they joined in the draft of ”the Guiding Ideas for Regulated Development of Chemical Parks” and “the Relocation and Reform Program for Hazardous Chemical Substance Producers, Yang still introduced how they worked with the government agency in charge to start set up pilot demonstration zones.
In addition to working as a think tank for related ministries and commissions in 2016, the Working Committee of Chemical Industrial Park ofCPCIF will still focus their work on pushing chemical parks into establishing the work mechanism of “Responsible Care”, facilitating their normative development , setting public management standard for intelligent parks and so on.
