Over the past ten years, it has become a new growth point in the development of petrochemical industry and chemical engineering to speed up the distribution adjustment of chemical industry and push the rapid development of regional economy by the means of planning and building chemical industry parks. However, the management of most chemical parks are relatively backward,which are manifested by following points: first, the park operators only provide the basic infrastructure like water, power utilities, transportation and building, and leave the job of informatization and intelligentialization to the companies settled . There is no interaction between the management platforms of parks and companies; secondly, the construction of information is independent from other system and the level of informatization is low. What is more, they lack remote and concentrated controlling methods and at the same time the operations of their business system are isolated and closed . Each of the software and hardware system is relatively independent from each other and so is the data base, resulting in the fail to share the information resources. Besides,the parks are short of valid date to support the parks’ management on safety , environmental protection, emergency management and so on . Some parks even only use human power to carry out the management. The accident at Tianjin Port warned us it is getting increasingly important to get rid of the risk source in various forms and collect the electronic data, and to establish emergency control plans based on “big data”. In order to change the passiveness in management methods , it is extremely urgent to introduce IT methods to park management to cut down the accidents caused by carelessness and operation by non-professions.
The development and innovation of economic industries and new technologies raised higher requirements for chemical parks . Pushed by the idea of ‘smart city’ and the informazatization around the globe, the smart developing model for chemical parks has come into being and has become a key strategic method to realize the modern management for chemical parks. Based on information technology, electronic technology, computer technology and other modern information and communication technologies( ICT), smart parks combine the Internet of things, cloud computing, big data and other new technologies and has developed a new information system with the characteristics of specialization and integration. It is designed to meet the need for park operations and is able to make accurate and effective smart response to safety management, environmental protection, public service and industrial and commercial business by sensing, transferring, integrating, analyzing the key information in the parks. The construction of smart parks will provide a strong support in improving management efficiency, enriching decision making basis, enhancing the service level for the hosted companies, strengthening the ability of environment protection, risk prevention and control, emergency action and response, which will bring in a more smooth connection with the neighboring community and will give a strong support in demonstrating, framing and highlighting the image of the chemical parks.
At present, the construction of smart parks are just on the way in China, so there are no complete successful cases to borrow and refer to. Entrusted by Ministry of industry and information technology (MIIT) , Chemical Industrial Parks Working Committee of China Petroleum and Chemical Industry Federation(CPCIF), plans to organize some major parks and technology service providers from the second half of 2015 and form a joint research group to research on the establishment principles , the general framework, the way to carry out, the key technologies and other specific points for the purpose of encouraging the related parks to go on some first pilot work. Therefore, Chemical Industrial Parks Working Committee has planned to hold the initial meeting of “Smart Chemical Park Construction” in Beijing on September 8th. Chemical parks and technology providers are welcome to attend the conference.
